FOSTER CITY — Vans, trucks and SUVs jammed the Third Avenue parking lot Friday afternoon, disgorging wetsuits, boards and bat-shaped kites the size of prehistoric birds.

High above the Bay, planes lumbered toward San Francisco International Airport. Below, dancing
